Patricia L. Eichar focuses her practice on public finance, representing municipal bond issuers, borrowers, and underwriters in a wide range of financing transactions. Patricia has significant experience advising on taxable and tax-exempt financings for public infrastructure projects, healthcare organizations, senior living communities, and other 501(c)(3) entities, as well as enterprise and general obligation financings.
Patricia has represented issuers, including the State of California, in complex financings involving general obligation bonds, deficit bonds, revenue anticipation notes, lease revenue bonds, enterprise revenue bonds, pension obligation bonds, and land-secured bonds. She also regularly serves as disclosure counsel to public agencies, advising on primary offering documents and ongoing disclosure obligations.
In addition to her transactional practice, Patricia has been actively involved in pro bono efforts, including representing clients in guardianship matters and assisting veterans with appeals of disability benefit denials.
